He said the details of the tax on plastic packaging, such as taxes to consumers or producers, and the determination of tax rates, are still under discussion.

Oettinger also said that the EU plan to raise the funding from Member States to the EU budget and reduce budgets to fill the fiscal gap left after Britain's "off Europe".
